ICOYACA SECRETARIAT

The ICOYACA Secretariat is the main body for coordination of the council activities and is responsible for all administrative matters of the council, in-furtherance of the council vision, mission, and objectives enshrined in this constitution.

The ICOYACA secretariat leadership shall serve for a term of 3 years (herein the Chairperson, Vice Chairperson and Secretary General), their roles are renewable only once, subject to the General Assembly elections, made pursuant to this Article, and the election rules, regulations and guidelines made thereto.

All members comprising the general constituency of the council, are eligible to be appointed as part of the council’s secretariat, once upon application, based upon merit, after the completion of the existing secretariat leadership term of office, or respective employment contract, as the case maybe, subject upon rules, regulations and guidelines made pursuant to this constitution.

The secretariat has her own leadership composition subject upon its rules, regulations and guidelines; the head of the secretariat is the Chairperson of the council, the Secretary General is the head of operations and overall supervisor of activities and duties, making sure all departments, staffs and employees are well functioning in assistance with the vice-chairperson, who is a helper chargé d'affaires to the chairperson. 

In the performance of its duties the secretariat shall not seek or receive instructions from any government or from any other external authority to the Council. They shall refrain from any action which might reflect on their position as international officials responsible only to the Council.

Each member of the Organization undertakes to respect the exclusive character of the responsibilities of the Secretariat, its leadership, employees and staff, and shall not to seek to influence them in the discharge of their duties or responsibilities, as among others and as the case maybe.
